Edgar Melgar is a faculty fellow at the University of Michigan Law School. His research examines how the regulatory state interacts with marginalized and disenfranchised communities, from a historical, contemporary, and comparative perspective.
In particular, Melgar is interested in understanding how the intersection of constitutional and administrative law defines citizenship. This includes the ability of disenfranchised groups to hold agencies accountable, either by seeking judicial review of agency decision making, influencing the regulatory process, or exercising other forms of political accountability beyond the ballot box.
