James Hathaway's recent work, in which he argues for a reconceptualization of refugee law and protection, has provoked extensive discussion. His paper entitled ’Reconceiving Refugee Law as Human Rights Protection“ appeared in the Journal of Refugee Studies 4: 2, 1991, pp. 113–131.
