Abstract

The UN High Commission on Refugees (UNHCR) has treated the Vietnamese boat people inconsistently, originally classifying all of them as political refugees worthy of permanent resettlement, then re-classifying many of them as economic refugees undeserving of only temporary resettlement and eventual forced repatriation. The UNHCR's actions violate the principles of the UN Convention Relating to the Status of Refugees and allows host countries' complaints of overcrowding and economic hardship. The Convention must be upheld to prevent the forced return of bona fide political refugees.
