This seminar examines the redistricting process and efforts to reform it through a close look at the Michigan Independent Citizens Redistricting Commission (MICRC). Created by a constitutional amendment adopted by Michigan voters in 2018, the thirteen member MICRC voted to approve new congressional and state legislative maps in 2021. The seminar will examine how the Commission was created, its structure, the process and criteria it used to adopt the maps selected, and the various legal challenges that followed. More broadly, the seminar will consider increased reliance on redistricting commissions nationwide, the different structures and criteria commissions use, and their role in the redistricting process going forward.
