This course examines the legal framework—constitutional, statutory, and common law—that empowers and constrains federal administrative agencies. We will look at the ways agencies themselves make law through rulemaking and through case-by-case adjudication, and cover a range of other topics, including constitutional limits on delegation and constraints on judicial review.
