The Law of the Sea course will focus on the legal regime governing the oceans with reference to the various provisons of the UN Convention on the Law of the Sea,1982.This a Convention which was negotiated for over a decade, establishing a record of sorts for the negotiation of any known international treaty. The course will therefore examine not only the substantive law but also the techniques of negotiations adopted and hard bargains struck between different groups-the coastal States and the landlocked States, the developed and developing States on the creation of an International Seabed Authority to govern the common heritage of mankind, the proponets of exclusive
economic zone and the distant water fishing nations,the continental margin States and the geographically disadvantaged States.The convention also has elaborate provisions on the conduct of scientific research, protection of the marine environment and on compulsory settlement of disputes.The Convention left many issues of military
uses of the oceans unregulated or not sufficiently regulated. The implications of some of these provosions for the present world order would also be looked at.A view of the national implementation of the international rights and obligations created by the Convention will also be explored.In short, the focus of the course would be the making and implementation of universal international law.
