This course examines the constitutional and statutory doctrines that govern the conduct of U.S. foreign affairs. It addresses such topics as the distribution of foreign affairs powers among the three branches of the federal government, the scope of the treaty power, the domestic implementation of international agreements, the preemption of state foreign affairs activities, the status of international law in U.S. courts, and the political question and other doctrines that regulate judicial review in foreign affairs cases. Where relevant, we will discuss these topics in the context of current events.
