This course will examine the law and policy surrounding the allocation of power in federal systems. It will focus on theories behind, and the policy implications of, different approaches to the federal/state balance of power with regard to key substantive areas, such as crime control, environmental policy, civil and political rights, and foreign affairs. It will also examine more generally the relations among different institutions of governance whenever power is fragmented or overlaps.
