This course studies the legal framework concerning communications networks, including the Internet, telephone system, cable television, and mobile wireless. The course will focus on the Communications Act of 1934, as amended, and on regulation by the Federal Communications Commission. We will pay significant attention to current controversies (such as net neutrality) regarding Internet service providers and other Internet platforms. However, we will also study the history of communications regulation in the United States, which continues to inform present disputes. Comparatively less attention will be paid to the regulation of radio and broadcast television and to related First Amendment issues.
